Preheat the oven to 400 degrees and line a 12 count muffin tin with cupcake liners.
Combine the dry ingredients of flour, sugar, and baking powder first. In a separate bowl, combine your wet ingredients of eggs, melted butter, vanilla, and milk.
Slowly add in your wet ingredients and mix on high speed.
Fill each cupcake tin about ¾ full.
Bake for 20-23 minutes.
Let the cupcakes cool completely before attempting to frost.
Combine the softened buttered, vanilla extra in a mixer on high speed.
Slowly add the powdered sugar.
Add in 1 tablespoon of milk at a time until the frosting has reached your desired consistency of stiff enough to stand up.
Attach the frosting tip to the disposable piping bag and fill with frosting.
Gently squeeze the piping bag to frost each cupcake in a circular motion.
Once each cupcake is frosted, give each one two small candy eyes.
