While there are a lot of tutorials for how to make homemade baby wipes, you don't see many people talking about something that is even more frugal and eco-friendly: reusable baby wipes.
For my first child, I put baby washes cloths in container and covered them with a solution of 2 cups of water, 2 tablespoons of baby soap, and 1 tablespoon of baby oil. However, I really like the method described on Living Frugal with Erika. She puts the solution in a spray bottle and then sprays the wash cloths as necessary. You can see her tutorial for how to make your own cloth baby wipes here.
